Decision makers need adequate instruments in order to foresightedly steer the efficacy of strategic measures. In many cases, organizations confine themselves to simply monitor the defined measures. What is often missing is a foresighted efficacy monitoring.
In this respect, it is extremely important to define observation points with which it is possible to clarify at an early stage whether the intended effect can be reached in terms of the strategic aim. Furthermore, to reach valid assessment points the answer to the following question is of great significance:
At what level of divergence do we decide to question our strategic measures and possibly abort the process because the efficacy is not given?
Answers to this question cannot be determined mathematically; rather, they require an agreement that is based on assumptions.
